Ian, weird clip. I can't really figure it out. I usually am very good at figuring out how something was done even if I can't come close myself.
I'm leaning toward it being mostly if not all CG. There's no other way. The camera rotates... can't be much else. The buildings obviously weren't suspended in the air like that.
It might be mostly CG with some real people filmed from underneath on a small set then shrunk and rotated (or filmed with a motion controlled rotating camera).
The one that gets me is the one with the people and everything else just walking like on a treadmill, but in real life. It's not that complex, but looks really cool. Same kinda thing, I suppose.
